Award Program

Introduction:

As long as there is no impact on appropriated funds, state agencies and institutions shall be allowed to spend public funds and/or other funds for designated employee award programs which shall have written criteria approved by the agency governing board or commission. For purposes of this section, monetary awards, if any, shall not be considered a part of an employee's base salary, a salary supplement, or a perquisite of employment. The names of all employees receiving monetary awards and the amounts received shall be reported annually to the South Carolina Office of Human Resources.

Criteria: Employee awards will be based on any one of the following criteria:

  • Significant increase in service, quality of work, or productivity
  • Significant contributions to workplace safety
  • Significant contributions to cost savings, or cost reduction, etc.
  • Substantial contribution to the objectives of the department or division
  • Consistent outstanding teaching evaluation and academic advising
  • Outstanding record of research, scholarship or creative activity
  • Significant record of public, professional or institutional service
  • Significant honors or awards from either internal or external sources
  • Demonstrated positive attitude and spirit of service and cooperation
  • Outstanding leadership record for developing/delivering of educational programs
  • Significant contribution in developing/implementing improved work processes
  • Other specific contributions to the success of the organization
  • A significant increase in service, quality of work, or productivity through innovation.

Eligibility:

  1. All permanent classified employees of Clemson University, except those serving in a probationary or temporary appointment.
  2. All faculty and unclassified employees of Clemson University, except those serving in a temporary appointment.
  3. Temporary grant and time-limited project employees are eligible to receive awards within Clemson University's guidelines for employee awards.  The awards must be funded by the grant or time-limited project.
  4. Individual employees may receive more than one award.
  5. Clemson University Retirees are eligible if the award allows non-employees to be eligible.

Frequency and funding of Employee Awards:

Employee awards will be paid from departmental/budget center operating budgets. Upon submission of an employee award, the Department Head or Dean/Director is certifying that sufficient funds are available in his or her budget. Each award may be granted once a year.

Dollar Limitations:

Each award will not exceed $5,000 per year. Exceptions must be approved by the President. If funds are not available to pay the full amount of the award, a lesser amount is permissible.

Approvals:

If a college or department currently sponsors a faculty or staff award or wishes to initiate an award, each request must be documented on the Request for Lump Sum Payment form and submitted via on-line special pay form. The Request for Lump Sum Payment form must be approved by the respective Vice President/Provost and submitted to the Office of Human Resources prior to submitting the on-line special pay form.

Effective Date:

Following VP or Provost approval, the award will be included in the next paycheck, pending receipt in time for payroll processing

Fringe:

Awards are subject to a Pooled Fringe expense to the designated award budget, the same as the Pooled Fringe rate normally assigned to the person being paid the award.
