Effective November 15, 1985 all permanent full-time or part-time, hourly paid employees must be paid at an hourly rate computed on a 40 hours per workweek basis. It should be emphasized to hourly paid employees that their hourly pay rates are based on the total amount budgeted for that position for the fiscal year and 2088 hours will be used as the annual divisor to determine the hourly rate. This rule will apply to all permanent, full-time and part-time positions, and will be subject to the following provisions:

  1. The S.C. Office of Human Resources (SCOHR) rules allow State agencies to establish a normal work schedule for full-time employees of no less than 37.50 hours. However, permanent part-time and permanent hourly paid employees shall be paid on the basis of hours worked, and paid a shift differential, when applicable, under the provisions outlined in Section II, Subject B.2, with the percentage of time authorized for shift pay based on a forty (40) hour workweek.
  2. All pay increases (merit, promotion, general, etc.) for permanent full-time and permanent part-time hourly paid employees will be based on their annual equivalent, and a new hourly rate derived, after any increase is applied to their annual equivalent rate.
