Regular (FTE) Part-Time and Temporary Teaching Faculty and Staff

Goal:

To provide employment guidelines for regular (FTE) part-time and temporary teaching faculty and staff.

Clemson University will adhere to the defined guidelines outlined in this policy for using regular (FTE) part-time and temporary teaching faculty and staff.

This policy does not apply to individuals in full-time regular (FTE) (standard hours of 30 or more per week) positions, including those individuals engaged in dual employment (i.e., employed in an additional temporary, part-time position). It is not applicable to tenure, or tenure track positions.

Definition:

Hours of Service: each hour for which an employee is paid or entitled to payment for the performance of his or her duties and for the period of time during which no duties are performed due to vacation, holiday, illness, incapacity (including disability), layoff, jury duty, military duty or leave of absence as defined under federal law.

Primary Hiring Department:  The department who was the first to hire the employee.

Regular (FTE) Part-Time:  Faculty and staff occupying part of an FTE position and working standard hours of service totaling less than 30 per week.

Secondary Hiring Department:  The department(s) who hires an employee after they are hired by the primary department.

Standard Hours:  Designated work hours per week for an employment position, which includes teaching and lab instruction. 

Teaching faculty and staff:  Individuals teaching classes or labs.

Temporary:  Faculty and staff working in temporary grant, time limited, temporary, or intermittent positions.

Variable Credit Hour Course:  A course that does not have established credit hours, rather it is variable based on student needs, such as Creative Inquiry, Thesis and Dissertation. 

Variable Hour Employee:  An employee is a "variable hour employee" if, based on the facts and circumstances at the employee's start date, it cannot be determined that the employee is reasonably expected to work an average of 30 hours or more per week.

 Work Hour Limitations:

Colleges/Divisions have discretion to assign teaching loads to regular (FTE) part-time and temporary teaching faculty and staff.  Teaching load assignments should be made based on the college/divisional budgetary and business needs.  Regular (FTE) part-time and temporary teaching faculty and staff are considered variable hour employees under the Affordable Care Act.  Their hours of service will be entered in the human resources system as “Standard Hours”, calculated using the methodology below.  Benefits eligibility will be determined based on their teaching loads during designated measurement periods.


Methodology to Calculate Standard Hours:

  •  Course Instruction (including preparation time):

          Each Credit Hour X 3 = Standard Hours for Course Instruction

      + Plus

  • Laboratory Instruction* (including preparation time):    

          Each Contact Hour X 1.50 = Standard Hours for Laboratory Instruction

  • Team Teaching*:

Standard hours for Team Teaching will be calculated using the above methodology and applying the percentage of instruction time allocated to the teaching faculty and staff member.

  •  Variable Credit Hour Course*: 

Standard hours for Variable Credit Hour Courses will be calculated by the Department Chair and agreed upon between the Department Chair and the applicable teaching faculty and staff member prior to the start of the semester. In calculating standard hours, time for course instruction, lab instruction, preparation, required office hours and required faculty meetings must be considered and included.

*If applicable

Example to Calculate Standard Hours:

3 credit hour course instruction and 1 hour of lab instruction

Course Instruction:

3 credit hours X 3 = 9.0 Standard Hours

Lab Instruction:

1 contact hour X 1.50 = 1.5 Standard Hours

TOTAL = 10.5 Standard Hours

 

If the above hours of service calculations underrepresent your hours of service or are not appropriate for your instruction, please contact The Office of Human Resources.

Multiple Assignments:

Departments seeking to hire regular (FTE) part-time and temporary teaching faculty and staff, who already occupy a position at the University, must coordinate and obtain approval from the primary department.  The department that hired the teaching faculty or staff member first in their active job record is the primary department.

Disciplinary Action:

Employees and their supervisors are responsible for complying with this policy by closely monitoring and accurately reporting paid service hours worked.  Failure to abide by this policy may result in disciplinary action, up to and including termination, for the employee and/or the employee’s supervisor.

Fringe Rates:

Colleges/divisions will be assessed the appropriate fringe rate for regular (FTE) part-time and temporary teaching faculty and staff based on their benefits eligibility, which will be determined based on their position and standard cumulative hours of service, or average hours of service worked during designated measurement periods.
